State imposed Health Insurer fees (in place of 9010 Fee))

hi,
we see that some states started adopting Health Insurer fees (NJ, MD, NM and DE) in replacement of PPACA/9010 Fee.
Are you aware of NAIC addressing the accounting of these? Would these be falling under SSAP 35R or SSAP 106?
