FHLB RBC Charge for P&C RBC

It appears that FHLB common stock gets a 15% charge on PR007 as component of unaffiliated common stock, and then an additional 1% charge on PR014. However, my Life counterparts are telling me that FHLB only gets a 1.1% RBC charge for Life RBC. Is this correct, and if so, why would there be such different charges?
